Opening Legacy Microsoft Office Files In Protected View

Overview

Microsoft 365 (M365) applications include built-in security protections for older Microsoft Office file formats. Some legacy file types are more susceptible to security risks, particularly issues related to memory corruption. To reduce this risk, certain older file types open with restrictions that limit or prevent editing until the file is converted to a modern format.

Depending on the file type:

  • "Ancient" legacy formats open in Protected View and cannot be edited.
  • Other legacy formats may allow editing but must be saved in a modern file format to continue working with them.

These protections apply to both desktop Office applications and Microsoft 365 online apps.

Issue

When opening certain legacy Microsoft Office files, you may see a message indicating that:

  • The file cannot be edited, or
  • The file must be converted before editing is allowed.

File conversion error message

Some legacy file formats are restricted and always open in Protected View. For these files, editing cannot be enabled until the file is saved in a modern Office format.

Instructions

Step 1: Open the file

Open the file in the appropriate Microsoft 365 application (Word, Excel, or PowerPoint). Depending on the file type:

  • Ancient legacy formats will open in Protected View and cannot be edited.
  • Other legacy formats may open with editing enabled but will still require conversion.

Step 2: Convert the file to a modern format

To edit and continue using the file, save it in a modern Office format:

  • Word: Save as .docx
  • Excel: Save as .xlsx
  • PowerPoint: Save as .pptx

In the application menu:

  1. Select FileSave As
  2. Choose a location
  3. Select the modern file format listed above
  4. Save the file

Once saved in a modern format, the file can be opened and edited normally.

Legacy File Formats Affected

"Ancient" legacy formats (editing not permitted)

These formats will open in Protected View and cannot be edited until converted:

  • Word 2 and earlier binary documents
  • Word 6.0 binary documents
  • Word 95 binary documents
  • Excel 2, 3, 4 Macrosheets and add-in files
  • Excel 2, 3, 4 worksheets
  • Excel 4 workbooks

Other legacy formats (editing may be permitted, conversion required)

These formats may allow editing but must be saved in a modern format:

  • Word 2007 and later Binary Documents and Templates
  • Word 2003 Binary Documents and Templates
  • Word 2003 and Plain XML Documents
  • Word XP Binary Documents and Templates
  • Word 2000 Binary Documents and Templates
  • Word 97 Binary Documents and Templates
  • Legacy Converters for Word
  • PowerPoint 97–2003 Presentations, Shows, Templates, and Add-in Files
  • Legacy Converters for PowerPoint
  • Excel 97–2003 Add-in Files
  • Excel 97–2003 Workbooks and Templates
  • Excel 95–97 Workbooks and Templates
  • Excel 95 Workbooks

Troubleshooting

I can view the file but cannot edit it
The file is likely an ancient legacy format. Save it as a modern Office file type to enable editing.

I don’t see an option to enable editing
For security reasons, Protected View cannot be overridden for certain legacy file formats.

The file opens read-only in both desktop and online apps
This behavior is expected. Both Microsoft 365 desktop and online applications enforce this security setting.

I need the content but not the original format
Open the file, then use Save As to convert it to a modern format.

I still cannot access or convert the file
Contact the Service Desk for assistance.
